Connecting the dots: Sector coupling and hydrogen policies in Europe

Anotace

Ještě nedávno byla energetická politika přehledně rozdělena do dílčích sektorů. Doprava, elektroenergetika, teplárenství  - tyto a další sektory měly svou vlastní materiální strukturu, pravidla a postupy, kterými se řídilo jednání institucí, firem a jednotlivců. S rostoucími obavami ze změny klimatu se energetická politika de facto spojila s politikou ochrany klimatu a přechod na nízkouhlíkovou energetiku podnítil rychlý technologický rozvoj, zavedl nová pravidla a obecně nově definoval celý energetický systém. Přitom byly narušeny hranice mezi jednotlivými odvětvími, neboť dekarbonizace jednoho z nich bývá úzce spjata s dekarbonizací ostatních. V současné době tak můžeme pozorovat vznik komplexního integrovaného energetického systému.
 
Koncepčně byl tento proces chápán jako "sector coupling", tj. sbližování jednotlivých odvětví za účelem optimalizace přechodu na nízko-uhlíkovou energetiku, jakož i zavádění podpůrných technologií, jako je skladování energie a vodík. Cílem této knihy je tento proces reflektovat. Konkrétně se věnuje následujícím otázkám: co je to sector coupling a jak je chápán v různých politických a analytických kontextech? Jakou roli bude hrát vodík v rozvoji sector couplingu? Jaké jsou současné a očekávané vodíkové politiky v Evropě, USA a Číně?
 
Výsledky ukazují, že chápání sector-couplingu se vyvíjí v čase a liší napříč politickými kontexty.  Role vodíku při propojování sektorů je do budoucna nejistá kvůli problémům s výrobou a využitím, přičemž některé potenciální zdroje poptávky se daří rychle elektrifikovat bez mezikroku výroby a spalování vodíku. Vodíkové technologie se aktuálně rozvíjejí především v Evropě, ale to se může brzy změnit s tím, jak USA a Čína postupně představují ambicióznější cíle a zajímavější podpůrné programy. V neposlední řadě publikace představuje cesty vývoje vodíkových technologií v různých národních kontextech a poukazuje na budoucí křižovatky, na nichž se bude o podobě sector couplingu a vodíkové ekonomiky rozhodovat.
